Teresa brings more than 25 years of expertise in energy regulation, legislative affairs, business development and market strategy. She has scaled businesses into multi-state enterprises, directed complex compliance and product initiatives, testified before state commissions and built high-performing government-relations teams. Throughout her career, Teresa has turned policy transitions into growth opportunities, often where competitors saw only risk and exited the market.
At Bloom Advisory Partners, she leads regulatory and market advisory services, guiding clients through evolving energy trends, regulatory risk and strategic positioning. Teresa conducts in-depth reviews of companies’ strategic priorities, as well as regulatory and government-relations capabilities to ensure measurable results. She serves as an expert witness in both legislative hearings and regulatory proceedings from operational to policy changes integral to business growth and regulatory certainty.

Bethany Ruhe

Bethany Ruhe is an award-winning communications strategist with more than 20 years of experience helping energy, clean-tech and grid-edge organizations tell clearer stories, build stronger brands and accelerate growth.
Bethany has led communications and executive visibility for some of the industry’s most innovative companies, from DERMS and demand response pioneers to multifamily energy providers and analytics platforms. Her consulting work spans strategy, messaging, investor-facing narrative, thought leadership, media relations, crisis communications and high-impact content development.
Before launching Bloom, Bethany spent nearly a decade shaping Direct Energy’s transformation from a retail supplier into a nationally recognized energy-tech leader. She led C-suite communications, major national event programs, and award-winning brand initiatives, earning honors including the PRSA Excalibur Award and the Gold Stevie for Communications Professional of the Year.
She also created and grew a newspaper, the Pittsburgh Current, from scratch, so she’s deeply aware of the trials and tribulations of a start up, and knows what it takes to take a seed and grow it into a tree.
